TOWN OF CONCORD PLAN COMMISSION MINUTES
September 25, 2024
The meeting was called to order at 7:00 p.m. with Plan Commission members Jim Gilbert, Sally Williams, Kim Miller, and Dave Wegner present. Tony Metzger was absent. Town Bord members Lloyd Zastrow and Ted Mueller were also present.
Sally Williams stated that the meeting had been properly posted.
Kim Miller made a motion to approve the minutes from the August 28, 2024 meeting, second by Jim Gilbert. All approved. Motion passed.
Item 1: Dennis Stair requested review and approval of a preliminary CSM to create a 1.67-acre non-prime A-3 lot from A-1 parent parcel 006-0716-3024-002. Mr. Stair explained that the lot was flag shaped to reach an elevated area of non-prime soil. The driveway is clustered with a driveway across the road. The area makes a desirable homesite as it is higher ground, overlooks a pond, and should perc well for a septic. The area closer to the road is lower and wetter and thus less desirable for a homesite.
Several concerns were raised. The lot shape creates a 2-3 acre area of prime farmland along the road which is separated from the bulk of the remaining A-1 parcel. The location of the driveway on the east lot line of the parent parcel does not provide enough visibility as cars come around the curve of Bakertown Dr. from the east. Suggestions were made to move the lot so that it is along the road and abuts W2336 Bakertown Dr. with the driveway being closer to the west side of the parent parcel.
Sally Williams made a motion to recommend approval of the lot as presented, second by Jim Gilbert. Sally and Jim approved. Dave and Kim opposed.
Item 2: Discussion of Amendment to Town Comprehensive Plan for subdividing A-3 lots.
The March 2024 amendment to the County Zoning Plan allowing limited subdivision of A-3 lot was presented. The proposed amendment to the Town of Concord Comprehensive Plan opposing these A-3 subdivisions was reviewed.

5.B.2.b.. The Town will not allow the further subdivision of A-3 lots created prior to Feb. 8, 2000 as allowed by a March 2024 amendment to the Jefferson County Agricultural Preservation and Land Use Plan and to the Jefferson County Zoning Ordinance. In this area the town continues to follow the February 2021 Jefferson County Agricultural Preservation and Land Use Plan.
10.B.1.b.. As noted in section 5.B.2.b.., the Town will not allow further subdivision of existing A-3 lots.
11.C.1.b.. On March 12, 2024, the Jefferson County Board approved an amendment to the Jefferson County Agricultural Preservation and Land Use Plan and to the Jefferson County Zoning Ordinance to allow A-3 lots created prior to February 8, 2000 to further divide to create up to (2) new lots. The Concord Plan Commission and Town Board will deny any petitions for creation of new lots from existing A-3 parcels.

No comments were offered by the citizens present. Sally Williams made a motion to pass the proposed amendment and present it to the Town Board for approval. All approved. Motion passed.
Item 4: Continued discussion of Town Ordinances Ch. 9
Discussion of Ch. 9 was completed at the August Plan Commission meeting. Sally Williams made a motion to approve the changes and pass this chapter on the to town board for review and approval. Second by Kim Miller. All approved. Motion passed.
With no further business, Jim Gilbert made a motion to adjourn, second by Kim Miller. Meeting adjourned at 8:07 p.m.
