TOWN OF CONCORD PLAN COMMISSION MINUTES
October 25, 2023
The meeting was called to order at 7:00 p.m. with Plan Commission members Jim Gilbert, Sally Williams, Kim Miller, and Dave Wegner present. Town supervisor Kim Herro was also present. Plan Commission Chair Lloyd Zastrow was absent.
The meeting was opened with the Pledge of Allegiance.
Dave Wegner made a motion to have Sally act as Chair in place of Lloyd, second by Kim Miller. All approved. Motion passed.
Sally Williams stated that the meeting had been properly posted.
Kim Miller made a motion to approve the minutes from September 27, 2023 meeting, second by Jim Gilbert. All approved. Motion passed.
The committee reviewed Kim Miller’s edits and insertion of gender-neutral language to Town Ordinances Ch. 1. All members approved the document as ready to submit to the town board.
The committee continued and completed review and changes to Town Ordinance Ch. 2. Kim had completed gender-neutral edits. References to state statues were updated. Section 2.11 was flagged for input from the town clerk as to statutes governing publication of new/ amended ordinances. All members approved the document as ready to submit to the town board.
The committee reviewed Town Ordinances Ch. 3. Kim had completed gender-neutral edits. References to state statues were updated. Section 3.01(2) regarding tax receipts was flagged for input from the town clerk or treasurer. Language was added to require posting of the annual budget prior to public hearing in accordance with state statutes. Language was added to allow payment of recurring monthly bills (such as electric) prior to approval by the town board. All members approved the document as ready to submit to the town board.
Drafts of ordinances will be posted on the town website for the public to view.
Town Ordinances Ch. 6 & 7 will be discussed at the November Plan Commission meeting.
With no further business, Sally made a motion to adjourn, second by Jim. Meeting adjourned at 8 p.m.
