The regular monthly meeting of the Town of Concord was called to order by Chairman Bill Ingersoll with Ted Mueller, Lloyd Zastrow, Jim Zastrow and Brian Neumann present. Bill led the assembly in the Pledge of Allegiance.
Brian Neumann, Clerk, certified that the meeting had been properly posted. There was a motion by Ted Mueller and seconded by Lloyd Zastrow to accept the agenda as presented. Affirmative: BI, LZ, TM Opposed: None Motion Carried
Brian Neumann read the minutes from the September board meeting. There was a motion by Bill Ingersoll and seconded by Ted Mueller to accept the minutes as read. Affirmative: BI, LZ, TM Opposed: None Motion Carried
There was a motion by Ted Mueller and seconded by Lloyd Zastrow to approve the request of John & Dee Winkelman to create a 2.4 acre A-3 farm consolidation parcel and a 10 acre Natural Resource parcel from a 49 acre A-1 parent parcel at 7252 Hillside Dr. (parcel #006-0716-0521-000). Affirmative: BI, LZ, TM Opposed: None Motion Carried
There was a motion by Bill Ingersoll and seconded by Lloyd Zastrow to adopt the Solar Farms resolution that was presented by the Park and Planning Commission. (See Attached). There was some general discussion along with recommendation from Ted that we seek legal counsel before approving the recommendation Affirmative: BI, LZ Abstained: TM Motion Carried
Jim Zastrow stated in his treasures report that there is a balance of $ 3,115.36 in the General Fund, $ 125,992.61 in the Money Market Account and $ 6,439.54 in the Equipment Fund CD. There was a motion by Lloyd Zastrow and seconded by Ted Mueller to accept the Treasurer’s report as read. Affirmative: BI, LZ, TM Opposed: None Motion Carried

Bev Stendel wanted to thank the Hemke Families for donating 15 new tables to the Concord Community Center.
The Town Board set a date of October 25th at 7 PM for the Budget Planning meeting and November 12 at 7 PM for the Budget Hearing.
