Town of Concord April 12, 2021
The regular monthly meeting of the Town of Concord was called to order by Bill Ingersoll Chairman with Erick Frommgen, Lloyd Zastrow, Jim Zastrow and Brian Neumann present. Bill led the assembly in the Pledge of Allegiance
Brian Neumann, Clerk, certified that the meeting had been properly posted. There was a motion by Lloyd Zastrow and seconded by Erick Frommgen to accept the agenda as presented. Affirmative: BI, LZ, EF Opposed: None Motion Carried
Brian Neumann read the minutes from the March board meeting. There was a motion by Erick Frommgen and seconded by Lloyd Zastrow to accept the minutes as read. Affirmative: BI, LZ, EF Opposed: None Motion Carried
There was a motion by Bill Ingersoll and seconded by Lloyd Zastrow to approve the James and Barbara Zagrodnik request for a variance to have less than 66’ of road frontage to their current home site. This is to allow for 66’ access to a future A-3 lot. Affirmative: BI, LZ, EF Opposed: None Motion Carried
Jim Zastrow stated from his written report that there is a balance of $-11,863.35 in the General Fund, $ 166,758.68 in the Money Market Account, $16,458.29 in the Equipment Fund and $12,479.35 in the Highway Reserve. There was a motion by Bill Ingersoll and seconded by Erick Frommgen to accept the Treasurer’s report as read. Affirmative: BI, LZ, EF Opposed: None Motion Carried
There was a motion by Bill Ingersoll and seconded by Lloyd Zastrow to pay the bills as presented. Affirmative: BI, LZ, EF Opposed: None Motion Carried
There was a motion by Lloyd Zastrow and seconded by Bill Ingersoll to have the ash trees in the town park treated for emerald ash bore. Affirmative: BI, LZ, EF Opposed: None Motion Carried
There was general discussion on the Jefferson County ATV/UTV ordinance coming to a vote in later in April. The board is in favor 2-1 of having the ordinance pass.
John Bender presented to the board that the Concord House is planning on a festival on May 14, 15 and 16. The board asked that the Concord House have security and keep the noise within ordinance levels for the surrounding neighbors. In the past, they have had very respectful events. As long as they continue in this manner, the board is comfortable allowing them to continue.
With no further business, a motion to adjourn was made by Bill Ingersoll seconded by Lloyd Zastrow. Affirmative: BI, LZ, EF Opposed: None Motion Carried
